MINUTES of the Annual Meeting of the CANTERBURY CITY COUNCIL
duly convened and held at the Guildhall, Westgate, Canterbury,
on the 15th May, 1991.

1 PRAYERS

The meeting was opened with prayers by the Lord Mayor's Chaplain, The
Vicar of St. Mary The Virgin, Reculver and St. Bartholomew, Herne Bay,
The Rev. Stephan Welch.

2 ELECTION OF LORD MAYOR

A. It was proposed by Councillor Walker and seconded by Councillor
Ruston:-

That Councillor Purchese be elected Lord Mayor of Canterbury for the
Council year 1991/92.

B. It was proposed by Councillor Windsor and seconded by Councillor
Mrs. Rigden:-

That Councillor Burke be elected Lord Mayor of Canterbury for the
Council year 1991/92.

Upon a vote being taken, it was

RESOLVED - That Councillor Purchese be elected Lord Mayor of Canterbury
for the Council year 1991/92.

(Councillor Purchese made a declaration of acceptance of the office of
Lord Mayor of Canterbury. He took the Chair and thanked the Council for
electing him, informing them that the Lord Mayor's Chaplain for the
Council year 1991/92 would be Canon Alan Dawkins, Tait Mission in the
Diocese of Canterbury.

3 PRESENTATION OF PAST LORD MAYOR'S BADGE

The Lord Mayor presented Councillor Nock with a Past Lord Mayor's Badge
and thanked him and the former Lady Mayoress for their services to the
Council during the past year. Councillor Nock replied suitably.

4 REPORT OF THE RETURNING OFFICER

The Returning Officer reported the names of persons elected on the 2nd
May, 1991, as Councillors for the Canterbury City Council for a term of
four years.

5 APOLOGIES FOR ABSENCE

An apology for absence was submitted from Councillor Wigley.

6 APPOINTMENT OF DEPUTY LORD MAYOR

It was proposed by Councillor Windsor, seconded by Councillor Mrs.
Rigden and

RESOLVED - That Councillor Burke be appointed Deputy Lord Mayor of
Canterbury for the Council year 1991/92.

(Councillor Burke made a declaration of acceptance of the office of
Deputy Lord Mayor of Canterbury.)

7 APPOINTMENT OF SHERIFF

No nominations were received for the post of Sheriff of Canterbury for
the Council year 1991/92.

8 ADJOURNMENT OF MEETING

It was proposed by Councillor Hayes, seconded by Councillor Whitemore,
and

RESOLVED - That the Annual Meeting of the Council be adjourned until
7.30 p.m. on Thursday, 16th May, 1991.

The meeting was opened with prayers by the Lord Mayor's Chaplain, Canon

10 MINUTES

The Lord Mayor signed as a true record the minutes of the meeting of the
Council held on the 17th April, 1991.

11 CONSTITUTION OF THE COMMITTEES OF THE COUNCIL

It was proposed by Councillor Hayes and seconded by Councillor Ruston:-

(a) That the structure and membership of committees of the Council for
1991/92 as set out on pages 6 to 10 inclusive to these minutes be
approved and adopted; and

(b) That the Council order that the quorum for meetings of the
undermentioned committees be as indicated:-

Appeals Committee - 4 members
Works Services Committee - 4 members
Urgency Committee - 4 members

(The quorum for meetings for all other committees will be as
provided in Standing Order 34).

WHEREUPON -

A. It was proposed by Councillor Hayes and seconded by Councillor
Walker:-

That the membership of the Amenities and Recreation Committee be
amended by the deletion of Councillor Wigley and his replacement by
Councillor Hawkswell.

Upon being put, the foregoing amendment was CARRIED.

B. It was proposed by Councillor Douglas and seconded by Councillor
Whitemore:-

That the membership of the Estates Committee be amended by the
deletion of Councillor Mrs. Watling and her replacement by
Councillor Ms. Sargeant.

Upon being put, the foregoing amendment was CARRIED.

C. It was proposed by Councillor Douglas and seconded by Councillor
Whitemore:-

That Councillor Reid be appointed as the Labour group member on the
Works Services Committee.

Upon being put, the foregoing amendment was CARRIED.

D. It was proposed by Councillor Pentin and seconded by Councillor
Mrs. McCabe:-

That the membership of the Public Works Committee be amended by the
deletion of Councillor Burke and his replacement by Councillor Mrs.
Rigden.

Upon being put, the foregoing amendment was CARRIED.

E. It was proposed by Councillor Hayes and seconded by Councillor
Walker:-

That the membership of the Quality and Performance Review Committee
be amended by the deletion of Councillor Hawkswell and her
replacement by Councillor Wigley.

Upon being put, the foregoing amendment was CARRIED.

F. It was proposed by Councillor Pentin and seconded by Councillor
Castle:-

That the membership of the Environment Committee be amended by the
deletion of Councillor Mrs. Rigden and her replacement by
Councillor Burke.

Upon being put, the foregoing amendment was CARRIED.

The original motion, as varied by the foregoing amendments A, B, C, D,
E, and F was then put and CARRIED and it was

RESOLVED accordingly.

12 POWERS AND DUTIES AND DELEGATED POWERS OF COMMITTEES

It was proposed by Councillor Hayes, seconded by Councillor Walker, and

RESOLVED - That the powers and duties and delegated powers of the
Committees of the Council for the Council year 1991/92, as set out in
the Council's Handbook (1991/92 edition) be approved and adopted.

13 REPRESENTATION ON OUTSIDE BODIES

It was proposed by Councillor Hayes, seconded by Councillor Walker, and

RESOLVED -

(a) That the Chief Executive and Town Clerk, after further
consultations with the Leaders of the three political groups on the
Council, report to the next meeting of the Policy Committee on the
appointments or nominations necessary to outside bodies based on
the following principles:-

(1) where there are three or more representatives, these to be on
the basis of the political percentages of the parties upon the
Council;

(2) where the appointment previously was held by the Chairman of
the committee, this policy to continue;

(3) where the representative is not required to be a member of the
Council, the vacancy to be advertised in the local press to
ascertain if there is any local person interested in that
vacancy;

(4) the remaining outside bodies to which appointments are
required to be made, to be divided between the three political
groups on the basis of the political percentage upon the
Council, the Leaders to determine the specific bodies
allocated to each.

(b) That Councillors Flaherty, Hayes, Mrs. McCabe, Nicholls, Walker,
together with one member of the Labour group be appointed members
of the Benefit and Transitional Relief Review Board until the
Annual Meeting of the Council in 1992.

14 DELEGATION OF POWERS TO OFFICERS

It was proposed by Councillor Hayes, seconded by Councillor Walker, and

RESOLVED - That the delegation of powers of the Council to officers, as
set out in the Council's handbook (1991/92 edition), be approved and
adopted for the Council year 1991/92.

15 APPOINTMENT OF PROPER OFFICERS

It was proposed by Councillor Douglas, seconded by Councillor Whitemore,
and

RESOLVED - That the appointment of proper officers and persons to act in
the absence/or other inability of the officer to act, as set out in the
Council's handbook (1991/92 edition), be confirmed for the Council year
1991/92.

16 PROGRAMME OF MEETINGS 1991/92

It was proposed by Councillor Hayes, seconded by Councillor Walker, and

RESOLVED - That the programme of meetings of the Council and committees
for the Council year 1991/92 circulated to all members at this meeting,
as now set out on page 11 to these minutes, be approved and confirmed.

17 NATIONAL CODE OF LOCAL GOVERNMENT CONDUCT

It was proposed by Councillor Hayes, seconded by Councillor Walker, and

RESOLVED - That the National Code of Local Government Conduct, as set
out in the Council's handbook (1991/92 edition), as approved by both
Houses of Parliament and issued by the Secretary of State for the
Environment under the provisions of Section 31 of the Local Government
and Housing Act 1989, be adopted.
