Minutes:

The following declarations were made:

·         Councillor I Thomas made a voluntary announcement that he was a County Councillor but had not been involved with the applications that the County Council had commented on.  He also made a voluntary announcement in relation to item 8 that the agent had done some work for him years ago but that would not preclude him from participating in the debate on that item.

·         Councillor D Thomas made a voluntary announcement that he had received correspondence from the applicant in relation to item 7.

·         Councillor Eden-Green made a voluntary announcement that he was the council’s representative on the Strategic Access Management and Monitoring

·         Strategy (SAMMS) in relation to items 9 and 10.

·         Several Committee Members made voluntary announcements that some of the public speakers were known to them.

 

The Chairman made a voluntary announcement that numerous correspondence had been received from the applicant of item 7, however there were some members that had not received the most recent correspondence. The Chairman then requested that members who had received the most recent correspondence to disregard it when considering the item.

Public participation

If any member of the public wishes to speak on any item / planning application for the meeting they must give notice to Democratic Services by 12.30pm on Monday, 03 June 2019.

 

It is the usual practice of the Committee to allow any public speakers to be heard immediately before the consideration of the relevant application / item.

·         The majority of the current site was not open and was brownfield land covered with large sheds. It was unattractive and the proposed development would improve the appearance of the site.  

·         The proposed building had a green roof and other innovative design features and therefore accords with Government policy set out in the NPPF which requires that “... great weight should be given to outstanding or innovative designs which promote high levels of sustainability…”.

·         The proposed development would provide a facility for people to walk to the site and therefore reduced the need for people to drive and as such would be sustainable development.
