Meet and Greet Session

Meet and greet session, with formal business starting at 7pm.


A meet and greet session took place for the first thirty minutes of the Forum.


Apologies for absence


Apologies for absence were received from Councillors L Jones-Roberts, M Jones-Roberts and Ricketts.


Apologies were also noted from Adisham and Barham Parish Councils.


Declarations of any interests by councillors or officers

Councillors are reminded that the code of conduct as set out in the constitution still applies at these meetings. This means you are required to make declarations relating disclosable pecuniary interests and other significant interests and that you should consider any other voluntary announcements you would like to make.


Councillor R Thomas made a voluntary announcement that he was a Kent County Council councillor.

Buses & Community Transport

To receive the presentation from the representative of Stagecoach.


This item was requested by the Forum during a previous meeting.


The Chair welcomed Matthew Arnold - South East Commercial Director at Stagecoach and Phil Lightowler -  Head of Public Transport at Kent County Council Forum. They gave an informative presentation on their respective roles and that of their organisation and questions were invited from councillors, parish representatives and members of the public.


Issues covered included:


·        Bus engines when idling.

·        The cost of public transport.

·        The difficulties involved in operating punctually with local traffic conditions.

·        The possibility of reductions for group travel particularly in the evenings and at weekends.

·        The large number of student pass holders across Kent and the issues this presents for timetabling and capacity.

·        Enforcement issues on the coach bays outside the bus station.

·        The possibility of live digital information being provided at the bus station in the future.

·        The unprecedented amount of roadworks in the county, both highways and new developments. 

·        Community Transport Grant – the Forum was advised that there were grants available to set up a community transport scheme and that details would be circulated for information.

·        Brexit concerns.  It wasn’t possible to predict what would happen but emergency planning meetings had been attended by Stagecoach and Kent County Council.

Parish Council Engagement


Parish Council Seminar

A verbal update from the Director of Community Services.


Suzi Wakeham, Director of Community Services explained that it had been suggested that a parish council seminar could be held to discuss issues facing the parishes.  She asked for suggestions on the best timing of any event and possible topics that could be discussed. It may be possible to incorporate engagement topics such as the local plan or climate change into the seminar if people wished.


It was suggested that the event could be open to all parish councillors.






Upcoming Engagement Topics

A verbal update from the Director of Community Services and Chairman regarding upcoming engagement opportunities between the City Council and Parish Councils.


Suzi Wakeham, Director of Community Services suggested that future engagement topics could include the Local Plan and climate change, and asked for other suggestions.


There was a short discussion on how best to get parish council representatives to attend the Forum meetings as a wider audience would be beneficial to debates.  It was noted that agendas and minutes for the Forums were published a week in advance.

Future Items

To note the following items for future meetings of the forum and discuss possible items for the coming year:


·       Annual on-street parking review – March 2020

·       Formal response from KCC Highways to KALC regarding speed limits in rural areas– To be arranged

·       Invitation to ACRE – To be arranged

·       Enhanced enforcement in rural areas – To be arranged

·       Parish charter – To be arranged

Suggestions for future meetings included concurrent funding and the capital grants scheme and it was felt that these items would be ideal for the parish council seminar if it was to go ahead. 


A request was made for an agenda item on environmental issues in the rural area as it was felt many reports concentrated on the urban area.  A possible plastic free workshop would also be welcomed as it was felt that this was currently very coast orientated.


A request was made that the enhanced enforcement in rural areas item be taken at the same meeting at the Annual on-street parking review but this would be dependent the number of applications received.
